Inhambane province plans to begin construction of its first golf course later this year, backed by an estimated private investment of five million dollars, provincial governor Francisco Pagula announced at the 21st Annual Private Sector Conference (CASP 2026) in Maputo.
“The first one will start this year,” Pagula told delegates on the sidelines of the conference. The investment covers not only the golf course itself but also a restaurant component and additional support infrastructure for the tourism development.
The governor also disclosed that negotiations are under way with a second group of investors for a separate golf course, with construction potentially also starting this year. “At this moment, we have two major groups that have already expressed interest and are already present in the province. We are now at the stage of processing the respective applications,” he said.
Pagula said the Inhambane Tourism Summit 2026, an international tourism conference scheduled for later this year, could draw additional investors interested in the province’s golf tourism potential.
Provincial authorities are also identifying further areas with development potential for additional courses, as part of a broader strategy to position Inhambane as a reference tourism destination at the regional and international level. “If we want to be a reference in the region and in the world, we must have infrastructure that allows us to compete and, one day, to host major golf tournaments. That is our vision,” Pagula stated.
Alongside investment in tourism infrastructure, the provincial government is stepping up training for police officers, particularly those stationed along main roads, including English-language instruction, with the aim of improving communication and service delivery for visiting tourists.
Pagula said Inhambane remains one of the safest destinations in the country, but acknowledged persistent challenges related to road conditions and connectivity between coastal zones and the interior of the province. He called for greater support from the central government to improve access and create conditions for tourism development across different parts of the province.
In November 2025, the Mozambican government announced that Inhambane had been selected to host the country’s first Special Golf Tourism Zone, an initiative designed to attract investment and strengthen sports tourism.
The 21st Annual Private Sector Conference (CASP 2026), which concludes today in Maputo, brings together government representatives, business leaders, and development partners to discuss reforms and investments aimed at boosting domestic production, local value addition, and the competitiveness of the Mozambican economy.
