Government Launches National Tourism Strategy and Inhambane Province Master Plan

The Government launched on Wednesday, April 8, the process of drafting the National Tourism Strategy and the Tourism Master Plan for Inhambane province. The announcement was made by the Secretary of State for Tourism, Fredson Bacar, during a strategic technical retreat attended by provincial representatives and the World Bank, a partner in this initiative.

“We would like to commend the World Bank for its partnership, commitment, and full collaboration in carrying out this event, which marks the official launch of the process to develop the National Tourism Strategy and the Tourism Master Plan for Inhambane province,” said the official.

The Secretary of State for Tourism emphasized that the sector’s commitment for this semester is to ensure the proposals are validated by the Government. These instruments aim to guide strategic and sustainable interventions in tourism, reinforcing the province’s economic development and promoting coordinated management of tourism resources.

Inhambane province was highlighted for its natural and cultural wealth, offering opportunities to modernize the tourism offer. Fredson Bacar stressed the importance of local participation: “We need to prioritize the effective integration of local communities into the tourism value chain,” highlighting the role of local populations in the sector’s growth.

Tourism was presented as a foundation for economic diversification and sustainable development. The Secretary of State encouraged reflection on past experiences between 2015-2025 and the creation of effective strategies to consolidate Inhambane as a competitive and authentic destination.

The technical retreat was organized into six thematic groups, allowing for strategic debates and the exchange of specialized ideas. Fredson Bacar encouraged creativity: “This is truly about thinking outside the box and disruptively, without formalities, to define the kind of tourism we want in the coming years,” emphasizing the need for innovation.

He reinforced that responsibility is collective, involving the Government, private sector, and other stakeholders in the production chain. The discussed instruments will guide short-, medium-, and long-term policies, avoiding fragmented efforts and strengthening presidential leadership in the sector.

Fredson Bacar concluded that the National Strategy and Master Plan could serve as a model for other provinces. “We would like to share the proposals before submission to the Council of Ministers, with the support of the World Bank and a high-level technical tourism team,” he concluded.
