The National Agency for Tourism Development and Investment (ANDITUR) and Urbanova Soluções de Urbanização signed a strategic partnership on Friday, 4 July, on the sidelines of the 61st edition of the Maputo International Trade Fair (FACIM 2026), targeting the identification, planning, structuring, valorisation and promotion of areas with tourism, real estate and economic potential across Mozambique.
The partnership was formalised through a memorandum of understanding signed by ANDITUR Board Chairman Hélder Jauana and Urbanova administrator Chakyl Camal, according to a statement received by Diário Económico. The agreement is designed to transform areas with tourism and economic potential into structured territories and concrete investment opportunities.
Those opportunities will be presented to domestic and foreign investors, investment funds, financial institutions, tour operators and other strategic partners. The cooperation will span the full value chain, from the identification and characterisation of areas of tourism interest through to project preparation and promotion to the investment market.
Among the planned activities are inventories and assessments of the tourism, economic and real estate potential of identified territories, as well as the definition of their respective land-use vocations. The agreement also covers the preparation of territorial and urban planning instruments, including masterplans, urbanisation plans, detailed development plans and tourism development plans.
The partnership further envisages the structuring and valorisation of tourism zones and other areas suited to economic development. This will involve defining territorial, urban, economic and functional models, identifying anchor projects and priority development areas, assessing infrastructure and equipment needs, and assembling an organised portfolio of investment opportunities.
The cooperation may encompass projects such as resorts, hotels, lodges, tourism condominiums, residential developments, convention centres, marinas and leisure, retail and service facilities. Second-home projects and other mixed-use developments integrated into the tourism value chain may also be structured under the agreement.
For Hélder Jauana, Mozambique possesses areas with exceptional conditions for tourism that remain unstructured. ‘This partnership allows us to present them to the market with planning, design and economic grounding,’ he said.
Chakyl Camal explained that an investor makes decisions based on a plan and an occupation model, and that it falls to Urbanova to ‘bring the areas identified by ANDITUR up to that level of readiness.’
The economic and financial dimension will also be central to the cooperation. The parties may conduct market and feasibility studies, revenue and cost projections, business modelling, financing structures and return-on-investment analyses, as well as identify capital mobilisation mechanisms.
Through these activities, the partnership aims to transform areas with potential into a properly structured portfolio of investment opportunities. The agreement will also allow tourism, real estate and territorial development projects to be organised according to their level of maturity, investment potential and degree of preparation, facilitating the connection between opportunities on the ground and prospective sources of capital.
