Mozambique and the European Union (EU) signed three new financing agreements on Tuesday (June 9) in Maputo, valued at approximately $135 million, aimed at supporting projects in the energy, education, and digital transformation sectors.
The agreements were formalized during the opening session of the 2nd Mozambique-European Union Business Forum (Global Gateway), which is taking place June 9–10 in the country’s capital and brings together government representatives, business leaders, investors, and development finance institutions.
The financing package includes a project to strengthen resilience and expand access to energy, valued at approximately $46 million; an initiative to support the education sector, worth about $57 million; and a program aimed at developing inclusive and accessible digital services, funded with approximately $32 million.
During the ceremony, progress was also highlighted on the “Green Value for Growth in Mozambique” program, which has been underway since 2025 with support from the European Union and the Netherlands. The project has received approximately $57 million in European funding and aims to promote sustainable development, climate adaptation, and resilient economic growth.
On that occasion, Economy Minister Basílio Muhate stated that the new agreements are part of the national strategy to promote investment and economic development, highlighting sectors considered priorities for the country’s growth. According to the minister, the forum focuses on areas such as industrialization, clean energy, transportation infrastructure, digital connectivity, agribusiness, and sustainable tourism—sectors that the government considers essential for accelerating Mozambique’s economic transformation.
Basílio Muhate revealed that more than 1,300 entities have registered to participate in the event, including private companies, financial institutions, startups, and international organizations. Among the participants are 125 startups and 448 private companies, of which 186 are European and 226 are African.
The European Commission’s Deputy Director-General for International Partnerships, Myriam Ferran, stated that the new agreements reflect the European Union’s commitment to a long-term partnership with Mozambique. “We are truly building a strong partnership together, based on trust and one that continues to grow. Today is not a starting point, but rather another step on a journey we have been taking together for several years,” she said.
She noted that the 2023 edition of the Mozambique-European Union Business Forum helped identify concrete investment opportunities and strengthen cooperation between public and private institutions in both regions.
According to Myriam Ferran, the European Union’s priority now is to transform these opportunities into concrete projects, productive investments, and measurable economic results. “We hope this meeting will lead to effective agreements and concrete investments. The goal is to generate economic growth, create jobs, and support key sectors such as education, governance, energy, and digital services,” she stated.
The European official also reiterated that the European Union aims to consolidate its position as a long-term strategic partner of Mozambique, highlighting the support provided in areas such as natural disaster response, economic recovery, security, and development.
The new funding is part of the Global Gateway initiative, a strategy through which the European Union seeks to mobilize investments in sustainable infrastructure, digital connectivity, energy, transportation, education, health, and scientific research in partner countries.
The 2nd Mozambique–European Union Business Forum will take place over two days and bring together representatives from the governments of Mozambique and the European Union member states, business leaders, investors, international financial institutions, development agencies, business associations, and cooperation partners to discuss opportunities for investment, financing, and sustainable economic development.
