President Calls for “Urgent” Parliamentary Action on Extractive Sector Reforms

President Daniel Chapo requested on Monday (27) that the Assembly of the Republic schedule an “urgent” debate on a series of reforms in the extractive sector. Among the proposals are the local content law and the revision of the business sector law, according to a statement from the Presidency cited by Lusa.

According to the document, proposals to revise the mining law, the petroleum law, and the state business sector law have been submitted to Parliament. The statement also refers to the “urgent scheduling of the proposed local content law,” reinforcing the priority given to this measure.

“In the extractive sector, the proposed reforms aim to establish a more modern, competitive, predictable, and transparent legal framework,” reads the Presidency’s note. The objective is to strengthen legal certainty and the State’s institutional capacity in the management of natural resources.

In this context, the proposed local content law emerges as one of the central instruments of this legislative package. The initiative aims to create conditions for greater national integration in major extractive projects.

According to the Presidency, this proposal will introduce mechanisms to promote the increased use of domestic goods, services, labor, and capital. The measure aims to encourage the strengthening of the business sector and the diversification of the economy.

At the same time, the initiative seeks to contribute to the creation of skilled jobs in Mozambique. The focus is on leveraging domestic resources and increasing the involvement of domestic companies in the extractive sector.

Furthermore, the revision of the law governing the state-owned enterprise sector aims to ensure greater institutional compliance in the management of natural resources. The objective is to avoid distortions associated with inadequate business models.

The Presidency also emphasized that these reforms will strengthen the role of the State, ensuring “more effective, coordinated, and public-interest-oriented” intervention. “With these proposals, the Government reaffirms its commitment to building a more inclusive, resilient, and results-oriented economy,” it concluded.
