Mozambique’s Ministry of Mineral Resources and Energy (MIREME) launched its Annual Sector Planning Meeting on Tuesday in Ponta do Ouro, Maputo province, with the aim of preparing the Economic and Social Plan and State Budget (PESOE) for 2027.
According to an official statement, the four-day gathering is designed to strengthen coordination, planning, monitoring, evaluation, and statistical information management across the sector through a participatory and structured process.
The opening session was led by MIREME’s Director of Planning and Cooperation, Marcelina Joel, who underscored the significance of the meeting at a time when the sector is navigating a series of legislative and structural reforms considered critical to its public management.
Among the key processes currently under way are the approval of a new Local Content Law, the revision of the Mining and Petroleum laws, and the drafting of their respective regulations. For Marcelina Joel, these reforms make 2026 a decisive year for the sector, one that demands greater planning capacity and closer monitoring of ongoing actions.
The director also drew attention to the financial constraints facing institutions within the sector, advocating for the adoption of innovative strategies to ensure that commitments are met despite budgetary pressures.
In her address, she encouraged participants to engage in open, solution-oriented debate focused on identifying responses to the day-to-day challenges confronting the sector. “We are confident that, by the end of this meeting, we will have strengthened our capacities to improve coordination and the performance of our daily work, promoting greater dynamism and agility in finding solutions to the challenges we face,” she said.
Over the course of the four days, participants are expected to examine ways to improve procedures for drafting, budgeting, and executing the State Budget, as well as the application of technology to sectoral information management. The meeting forms part of the broader process of preparing the 2027 PESOE and the ongoing effort to improve coordination and institutional performance across the mineral resources and energy sector.
