The mineral products extracted in Mozambique will, as of next month, bear a certificate of origin for export. For this purpose, the Government will launch this month the packaging and the respective certificate.
“We already have the packaging and the certificate approved, and its launch is a matter of dates,” assured Castro Elias, executive secretary of the Kimberley process, quoted by the newspaper “Notícias”.
The mandatory use of packaging and certificate should focus more on precious metals and gems. This measure is part of actions that the country is developing for a safe and transparent marketing of these products, including diamonds.
With the introduction of the certificate of origin, anyone who wants to export precious metals and gems will have to present a certificate attesting that the product originates in Mozambique. Of the many advantages that the certificate presents, the most important is the projection of Mozambique’s name as a producer of certified quality. Then, on the side of companies, those that are listed on the stock exchange can prove the origin of the mineral they sell which, as is known, can be relevant to avoid controversy over the origin.
“Some holders here in the country have already reported to us that, in order to sell minerals abroad, they had to associate with some producers or traders of precious metals from other countries, such as from Tanzania or Zambia, who already have these certificates of origin.
This means that the money that the holders lost by passing the product as if it were from another country will no longer be lost,” explained Castro Elias, also stressing that: “We will have inviolable packaging that will have a seal. The advantage of this is that today, for example, the person shows up with the material, is evaluated, pays the tax, but in the export process can change the product with the same weight, but with a higher value and thus defraud the state, “he said.
With the packaging, according to Castro Elias, the material will be evaluated and its exit will be through the commercial warehouses to be launched next year, which will be a kind of Single Window in which all the institutions that participate in the process will be represented.
“This brings an advantage because the person comes, delivers the material that will be evaluated, does the whole procedure and is sealed before the export. This way you can gain a lot of what you were losing,” assured Castro Elias.
