The government has authorized the launch of an international public tender for concession projects aimed at improving urban public transport in the Maputo metropolitan area and the city of Beira, in a move that comes amid a broader reassessment of procedures in the sector.

According to Lusa, the decision was approved on Tuesday (24) during a Council of Ministers meeting, which mandated the Minister of Transport and Logistics, João Matlombe, to oversee the process. According to the meeting’s final communiqué, the tender aims to enhance the quality and efficiency of transport services in the country’s two main cities, both of which face growing urban mobility challenges.
The announcement follows the suspension earlier this month of four consultancy contracts awarded by the Maputo Transport Agency, initially valued at around $4.2 million. The government justified the decision by citing irregularities in the procurement process, stating that the agreements had been signed without full compliance with formal procedures, constituting a “procedural breach.”
During the same session, the government also approved a decree establishing the Fee Regulation for services provided by the Mozambique Ports and Railways Institute. The legislation sets out the legal framework for charging fees on services rendered to public and private entities, as well as to individuals and legal entities whose activities are subject to licensing or authorization by the regulator.
The regulation covers railway and port operators and managers, as well as equipment, rolling stock, and other components related to the management and operation of the sector. Its application extends to all entities established or operating within national territory under the regulator’s jurisdiction.
This initiative forms part of a broader effort to reorganize and strengthen transparency in the transport sector, considered strategic for economic development, particularly in a context of rapid urbanization and increasing pressure on existing infrastructure.
