Sofala: Government Assigns New Logistics Terminal Project to CFM

The Government has mandated the Portos e Caminhos-de-Ferro de Moçambique (CFM) to lead the development of the Dondo Logistics Terminal, on an initial area of 70 hectares, with the possibility of expansion as demand at the Port of Beira grows.

The decision is outlined in a recently approved resolution, which authorises the direct award of the project to CFM and instructs the creation of a negotiating team to prepare the concession proposal for the infrastructure, according to information reported by Lusa.

According to the Ministry of Transport and Communications, the Port of Beira plays a strategic role in the national and regional logistics chain, serving as a platform for the flow of goods to countries such as Zimbabwe, Zambia, Malawi and the Democratic Republic of Congo.

However, rising demand from these markets has generated congestion in storage areas and access routes, creating queues at the entry and exit of the port and undermining operational efficiency and road safety along the Beira logistics corridor.

In light of this situation, the Government considers the creation of a logistics terminal in Dondo necessary to ease pressure on port activity, strengthen storage capacity and improve the movement of cargo.

The project may be implemented in partnership with entities of proven technical competence and financial capacity, following a public-private partnership model, with the potential involvement of MPDC (Maputo Port Development Company), the Sofala Business Council and the Municipality of Dondo.

The Government justifies the direct award to CFM based on its extensive experience in the design, development and management of logistics infrastructure, as well as its technical and financial resources. The project will include activities related to the design, construction, operation, maintenance and future return of the facilities to public management, in line with the terms of the concession.

The Minister of Transport and Logistics, João Matlombe, must submit the concession contract proposal and the corresponding decree for approval within 90 days from the publication of the resolution. The plan forms part of national planning instruments aimed at transforming logistics corridors into revenue-generating hubs with regional competitiveness and strong investment appeal.
