Public-Private Partnership to Strengthen Border Control with Zambia and Zimbabwe

The Government of Mozambique intends to modernize and expand the Cassacatiza border post with Zambia and the Machipanda border post with Zimbabwe through public-private partnerships. According to government resolutions cited by Lusa on Tuesday (28 October), the goal is to carry out these works under a concession model, aiming to strengthen regional integration and facilitate trade between the neighboring countries.

The documents state that the main objective is to harmonize migration and customs procedures between Mozambique, Zambia, and Zimbabwe, promoting greater efficiency and smoother movement of people and goods. These initiatives align with the government’s strategy to boost logistical corridors and strengthen border cooperation.

The resolutions, dated 22 October and approved by the Council of Ministers, authorize the Ministry of Transport and Logistics to launch an international public tender for the concession of the modernization and expansion projects at Cassacatiza and Machipanda. Both projects will be executed under a public-private partnership regime, according to the official documents.

The process will also include contacts with Zambian and Zimbabwean authorities to ensure the implementation of a “single-stop border” model at both posts. This model aims to reduce duplicated procedures and speed up the movement of goods and people between the three countries.

The resolutions further stipulate that the Ministry of Transport and Logistics must present the concession contract proposal and the decree approving its terms within 120 days of award, ensuring speed and transparency in project implementation.

Recently, Mozambique and Zambia signed an agreement to establish a Single-Stop Border Post (SSBP) at Cassacatiza. The agreement, signed in Lusaka, aims to facilitate trade and promote joint economic development, according to Mozambican President Daniel Chapo.

“We want to accelerate trade between the two brother countries, because we believe Mozambique and Zambia must remain united and cohesive to develop our two nations,” said President Chapo after signing the agreement with Zambian President Hakainde Hichilema.

Hichilema, in turn, expressed interest in expanding cooperation with Mozambique, particularly in the trade sector, and highlighted agreements in energy and gas. The Mozambican government emphasized that the single-stop border model will improve the flow of people and goods, increase revenues, enhance national security, and strengthen logistical competitiveness, directly benefiting the country’s border provinces.
