The Government plans to move forward with a new regulatory framework for the railway sector, in an initiative aimed at making the system more competitive, transparent and aligned with international standards of operation and management, according to Lusa.
The intention was expressed this Thursday (28) by the Minister of Transport and Logistics, João Matlombe, during the opening of a public consultation meeting on the introduction of the Regulation on Access to Railway Activity, held in Maputo.
According to the minister, modernising railway governance has become a strategic necessity at a time when the Southern African region is strengthening economic development corridors, increasing regional trade and accelerating investment in logistics infrastructure.
“Our commitment is clear. We want to create a modern, stable regulatory environment aligned with best international practices, while preserving the principles of operational safety, sustainability and public interest,” João Matlombe stated.
The minister explained that the new regulation aims to establish clearer and more balanced rules for accessing railway operations, creating conditions to encourage healthy competition, attract new operators and promote greater operational efficiency in the sector.
According to Matlombe, the proposal also seeks to consolidate national and regional logistics corridors, ensure greater interoperability between railway systems and increase the use of existing infrastructure.
“The regulation we are now submitting for public consultation is based on a progressive and reformist vision, aimed at a more dynamic, transparent, competitive railway system focused on sustainable economic growth,” he said.
The minister also stressed that the success of the reform will depend on the active involvement of sector stakeholders, advocating a process based on dialogue and inclusive participation.
“We want to hear the experiences of railway operators, the perspectives of port managers, the concerns of investors, the contributions of technical experts and the expectations of users of logistics corridors,” he added.
