The Government proceeded, on Wednesday, October 26, in Beira city, Sofala province, to the launch of three new societies of management and supply of water, in order to improve the quality and efficiency of services, and provide an opportunity to the private sector to get involved in this network in the country.
These are the commercial companies Águas da Região do Norte, Águas da Região do Centro and Águas da Região do Sul, and to mark their operationalization, the FIPAG Director General, Victor Tauacale, initialed the delegated management contracts with the Directors of these companies.
On the occasion, the Minister of Public Works, Housing and Water Resources, Carlos Mesquita, who presided over the launch, explained that with the creation of these societies, there will be profound changes on the side of FIPAG – Investment Fund and Water Supply Assets.
“FIPAG must carry out an internal reform, in order to adapt to the new functions, since it will no longer carry out the direct management of the water supply systems,” stressed Carlos Mesquita.
The governor recalled that, in the country’s history, the supply of water to urban areas was done through municipal water and electricity services, and after national independence, due to the degradation of the services provided, the State intervened and created state companies.
The first generation of delegated management, as he mentioned, began in 1998, with the creation of FIPAG, whose main function is to manage the assets and the public investment programme in water supply systems, which initially started with the integration of the five largest urban centres – Maputo, Beira, Quelimane, Nampula and Pemba. Gradually more systems were introduced and today FIPAG is responsible for a total of 23.
