ANE Launches Tender to Supervise 3,219km Road Paving Programme to 2031

Mozambique’s National Roads Administration (ANE) plans to pave 45 road sections totalling 3,219 kilometres by 2031 under its Mais Estradas 2031 programme. To oversee the execution of the construction contracts, ANE on Monday launched a tender for the procurement of supervision and inspection consultancy services.

According to an expression of interest notice published by ANE, the consultancy services are intended to supervise paving works across the country’s southern, central, and northern regions. The contracts will be executed under a design-and-build model.

The programme covers road sections in the provinces of Maputo, Gaza, Inhambane, Sofala, Manica, Tete, Zambézia, Nampula, Cabo Delgado, and Niassa, including routes considered strategically important for the movement of people and goods and for the economic integration of the country’s different regions.

Among the longest sections is the Chalaua-Moma road in Nampula, spanning 83 kilometres. This is followed by Mecúfi-Mazeze in Cabo Delgado and Lindela-Inhambane/Foce-Cruz N24-Barra-Cruz NS-Cruz N15 in Inhambane, both measuring 75 kilometres. In Manica, the Chitobe-Chibabava section will extend 74 kilometres.

Three additional sections of 70 kilometres each are also planned: Sitila-Funhalouro in Inhambane, Inhacufra-Chitobe in Manica, and Chitima-Nhabando in Tete. The tender document does not, however, disclose the estimated value of the construction works.

The consultancy contracts will run for 36 months and will encompass the review and approval of final construction designs as well as the physical and financial supervision of works. Consultants will also be required to verify and certify completed works.

The scope of services further includes monitoring environmental and social matters and providing support during provisional and final acceptance of the works. The selection process will run until 17 September, in accordance with Mozambique’s public procurement regulations.

Candidates will be evaluated on their general and specific experience, participation in comparable projects, and the qualifications of the proposed technical personnel.
