This week, the first stone was laid for the construction of a new clinker and cement factory in the Chibabava district, Sofala province, in an investment of Chinese capital estimated at around 237 million euros. The facility, which will have an installed capacity of 28 megawatts, will be able to produce one million tons annually.
The initiative was formally launched with the placement of the first stone by the Minister of Economy, Basílio Muhate, who described the project as “a structuring investment aligned with Mozambique’s National Industrialization Program.” The information was released in an official statement from the Ministry of Economy, which highlighted the economic and strategic impact of the factory in the national context.
According to the statement, the enterprise is expected to become one of the most significant in Mozambique’s construction materials sector, contributing to the reduction of cement imports, improvement of the trade balance, increased domestic supply, and decreased construction costs. “With the operation of the facility, the Government expects positive impacts on housing, infrastructure, and economic development,” the note reads.
The Ministry also emphasizes that the project will have a direct impact on job creation, particularly for local youth, and will promote technical training, knowledge transfer, and the development of Mozambican human capital. In addition to the domestic market, the facility will have the potential to supply the region and export to countries in the Southern African Development Community (SADC) and the African Continental Free Trade Area (AfCFTA), strengthening economic cooperation with the People’s Republic of China.
Cheng Biao, Chairman of the Board of Sino Harbor Construction Group, the investing company, stated that the project is expected to be completed by 2027 and that it will give “a new boost to infrastructure construction and industrial development in Mozambique.” According to him, the goal is “to promote local economic prosperity and improve the population’s standard of living in multiple ways.” “We firmly believe that, with strong support from the Mozambican Government at all levels and our partners, and through the joint efforts of the project team and all builders, we will leverage our strengths in financing, technology, management, and talent to ensure the smooth progress of the project and its successful and timely completion,” he concluded.
