The Government has approved a new regulation for industrial activity licensing, a measure aimed at simplifying procedures, reducing project approval times, and making the business environment more attractive for domestic and foreign investors, the Lusa news agency reported this Tuesday, 16 July.
According to the agency, the decision was taken during the most recent session of the Council of Ministers, which approved the decree establishing the Regulation on the Licensing of Industrial Activity, repealing the legal framework in force since 2014.
According to the Executive, “the revision of the legal regime responds to the need to adapt the industrial sector to the country’s current economic, technological and institutional transformations, focusing on the digitalisation of processes and strengthening competitiveness.”
The new regulation updates the classification of industrial establishments and introduces mechanisms designed to strengthen compliance with safety, health, hygiene, and environmental protection standards.
Among the main objectives of the measure is the reduction of the time required to obtain licences, one of the concerns frequently raised by the private sector as an obstacle to investment and business expansion. The Executive believes the changes will help increase predictability in administrative processes and strengthen legal certainty for investors.
The decree also establishes “an institutional reorganisation, clarifying the responsibilities of public entities involved in industrial licensing processes.”
According to the Council of Ministers, “the reform should improve legal, environmental and health compliance of industrial activities, as well as contribute to the consolidation of the national industrial registry.”
In the same session, the Government also approved a new regulation for the licensing of telecommunications and so-called scarce resources, aiming to reduce licensing timeframes and update the legal framework governing the use of the radio spectrum.
The new instrument regulates matters such as the leasing and sharing of frequencies, as well as the licensing of broadcasting services and satellite communications.
Also during the meeting, the Council of Ministers authorised the Minister of Youth and Sports to establish a technical team to negotiate with Associação Black Bulls and The Sport Club on the terms of a concession for the rehabilitation of Parque dos Continuadores, in the city of Maputo.
According to the Executive, the intervention aims to modernise the sports infrastructure, expand its functionalities, and align it with international standards, while also incorporating new sporting, recreational, and economic activities.
