Post-Kenneth Reconstruction in the Contracting Phase

With the reconstruction of public infrastructure, squares and markets damaged by Cyclone Kenneth in April 2019, the northern province of Cabo Delgado has just gained another boost by contracting consultancy services for the reconstruction of public buildings.

Among other things, the consultancy will assess the structural soundness, propose technical solutions and cost estimates for rehabilitation and/or resilient reconstruction, following the “Build Back Better” principles.

The services, which are being contracted by the Idai and Kenneth Post Cyclone Recovery Office (GREPOC), are aimed at public buildings and markets in the districts of Ibo, Metuge and Pemba in Cabo Delgado.

In a recently published tender notice, the managing body for the reconstruction of the areas affected by the two cyclones points out that the work includes the preparation of detailed projects for all public buildings and squares assessed and selected as a priority for rehabilitation and resilient reinforcement or reconstruction, as well as the list of quantity, costs and technical specifications and the preparation of contract documents.

The consultants, whose expression of interest closes on 15 February this year, will also have to supervise the rehabilitation work on the buildings, which should take into account the vulnerability of the area.

The reconstruction of the projects and social fabric destroyed by cyclones Idai and Kenneth, which hit the centre of the country and the provinces of Cabo Delgado and Nampula in 2019, respectively, is estimated at US$3.2 billion (240 billion meticais), with promises of around US$1.3 billion (97.5 billion) from the donors’ conference, held on 31 May and 1 June of the same year.

However, funds are being released as reconstruction projects are approved.

Sofala province, the most affected by Idai, advanced in December 2020 in the construction of 320 houses for vulnerable families at administrative posts in Nhangau and Manga-Loforte, in the city of Beira.
