Five Thousand Construction Workers Will Be Trained by 2028

A program to train and formalise 5,000 construction workers by 2028 was launched in Maputo Wednesday, countering informality in their respective occupation sectors and thus guaranteeing access to social protection, professional certification, and better working conditions.

The initiative is led by SINTICIM/CONSILMO (National Union of Construction and Mining Workers of Mozambique/National Confederation of Independent and Free Trade Unions of Mozambique), in partnership with the municipalities of Maputo and Marracuene, the National Institute of Social Security (INSS), the Alberto Cássimo Institute of Vocational Training and Labor Studies (IFPELAC) and the National Employment Institute (INEP).

It aims to reverse the situation of construction workers in Mozambique, of whom 78% work informally, according to data from the National Institute of Statistics (2023).

Workers such as bricklayers, carpenters, and electricians will undergo technical assessments to obtain official certification, while INSS mobile campaigns will facilitate registration and payment of contributions through digital platforms.

An integrated information system will allow data cross-referencing between institutions and the sending of SMS messages about job opportunities in licensed construction projects.

A FinTech Hackathon is also planned to develop affordable credit and insurance solutions.

According to the secretary-general of SINTICIM/CONSILMO, Jeremias Timana, this is “a national imperative” that can be replicated in other cities and expanded to sectors such as informal commerce.
