The Mozambique Energy Chamber (CEM) believes that the recent approval of the Local Content Law represents an opportunity to increase the participation of domestic companies in major investment projects, but advocates for the creation of mechanisms to facilitate strategic partnerships between Mozambican operators and foreign investors.
According to the newspaper notícias, this position was expressed by CEM President Florival Mucave, who praised the ongoing dialogue between the private sector and the government, as well as the new legal framework approved by the Assembly of the Republic, considering it an important step toward promoting a more inclusive participation of Mozambican companies in the national economy.
According to Mucave, the effectiveness of the new legislation will depend largely on the approval of the respective regulations, currently being drafted, which should define the implementation mechanisms and the criteria for the participation of domestic companies in strategic sectors.
“Regarding the participation of Mozambicans, we first need to see the regulations. Now that there is a Local Content Law, we are awaiting the respective regulations, which should allow for better organization of Mozambican participation,” he stated.
The official emphasized that domestic business leaders must have confidence in their competitive strength and seek to form partnerships with credible foreign companies capable of contributing technical expertise, financial resources, and operational know-how to ensure sustainable integration into the value chains of major projects.
However, he cautioned that many Mozambican companies continue to face limitations in accessing international partners with the necessary profile to meet the demands of the energy and natural resources sectors, making a facilitating role by the State indispensable.
“At this moment, the major challenge lies in creating a specific program for domestic suppliers. This program should also promote partnerships with foreign companies,” he argued.
According to the Energy Chamber, the creation of a structured platform to support local suppliers could accelerate knowledge transfer, improve quality standards, and increase the competitive capacity of Mozambican companies, enabling them to capture a more significant share of the opportunities generated by ongoing investments.
