On Tuesday, August 12, the Council of Ministers approved the dissolution of the Baixo Limpopo Irrigation Company (RBL, EP) and the repeal of Decree No. 5/2010 of March 23, transferring management of the irrigation system to the National Irrigation Institute (INIR, IP), reported the news portal Integrity Magazine.
According to the source, the decision aims to strengthen coordination with national agricultural policies, ensuring technical support to around 21,000 farmers and reducing dependence on long-term government subsidies by diversifying sources of revenue.
INIR is a public institution headquartered in Maputo, created by Decree No. 9/2012 of May 11 by the Council of Ministers, with legal personality and technical and administrative autonomy.
Supervised by the Ministry of Agriculture, the institute’s mission is to plan, develop, operate, and manage land and water resources for agricultural production efficiently and sustainably.
With the integration of the management of the Baixo Limpopo Irrigation Scheme, INIR now takes on direct responsibility for maintaining and operating the irrigation infrastructure in that region, considered strategic for food production in the south of the country.
In the same session, the Council of Ministers also reviewed information on the final report of the schedule for the creation of the Mozambique Development Bank and the start of operations of the Economic Recovery Fund (FRE, FP) and the Mutual Guarantee Fund.
Preliminary results of the assessment of food security in the post-shock period of 2025 and the balance of the 2019–2024 five-year period were also analyzed.
The Government also assessed preparations for the celebrations of “Victory Day” on September 7, as well as measures related to the production and marketing of high-alcohol-content beverages.
