Libya Intensifies Efforts to Recover Agricultural Investments in Mozambique

A delegation from the Libya Africa Investment Portfolio (LAIP) arrived in Maputo on Sunday 11 January with the aim of recovering a seized rice project, the LibyaHerald news portal reported.

According to the website, the visit was led by the president of LAIP, Mustafa Abufanas, and represents a significant step in the ongoing diplomatic efforts coordinated by the Libyan ambassador to Mozambique, Saleh Al-Buaishi, in collaboration with LAIP.

The main objective, according to the organisation, is to negotiate the resumption of the rice cultivation project, which occupies an area of 20,000 hectares and was confiscated by the national authorities at the end of 2020.

In a similar context, on 25 November 2024, a high-level delegation from the Libyan government, led by Fathallah Al-Zini, Minister of Youth, was in Guinea-Bissau to discuss the recovery of investment assets. The focus of the visit was to recover ownership of a large 2150 hectare farm, which includes the largest mango and pineapple production in West Africa, a juice factory and seven artificial lakes.

The property was confiscated in 2020 by a presidential decree issued by the then President of Guinea-Bissau. However, a recent ruling by that country’s Supreme Court invalidated the decree, paving the way for negotiations on the return of the assets to their original owners.

Both visits highlight the Libyan government’s efforts to recover foreign investments that have been jeopardised due to legal disputes or political changes in host countries. Such initiatives are part of a wider strategy to restore assets and strengthen Libya’s economic presence in key areas of the African continent.
