Government Launches Mission to Assess IFAD Co-Financed Projects

The Government has launched an Independent Evaluation Mission of the portfolio of projects co-financed by the International Fund for Agricultural Development (IFAD), covering the period from 2017 to 2025. The initiative involves several public institutions and partners, with the aim of assessing results achieved and guiding future interventions.

The mission includes representatives from the Ministry of Finance, the Ministry of Agriculture, Environment and Fisheries, and the Ministry of Economy and Planning. It also involves the Bank of Mozambique, the National Institute for Fisheries and Aquaculture Development, the Agricultural Development and Rural Extension Fund, and the Fund for Economic Rehabilitation, in addition to implementing units and IFAD itself.

The exercise is being conducted by IFAD’s Independent Office of Evaluation. The analysis covers projects implemented in the southern, central, and northern regions of the country, within a portfolio valued at approximately $522 million, focusing on assessing the impact and effectiveness of the interventions.

The mission is attended by the Director of IFAD’s Independent Office of Evaluation, Indran Naidoo, reinforcing the strategic importance of the process. The results are expected to influence the design of the next phase of cooperation, with a focus on improving the quality of interventions.

At the opening session, the Deputy National Director for Public Debt Management, Ruth Cangela, highlighted the importance of the exercise. “Evaluation is a strategic, forward-looking exercise,” she stated, adding that the findings will shape the next strategy under the Country Strategic Opportunities Programme (COSOP).

According to Ruth Cangela, COSOP is expected to guide interventions with direct impact on rural and coastal populations, covering sectors such as agriculture, fisheries, and climate resilience. She also emphasized the importance of the partnership with IFAD, describing it as an example of cooperation aligned with national priorities.

For her part, Licínia Cossa, representing the Ministry of Agriculture, Environment and Fisheries, stressed the value of the evaluation process. “Evaluation is an opportunity to reflect on the results achieved, lessons learned, and challenges faced,” she said, advocating for a critical assessment of programmes to improve future implementation.

Representing IFAD’s office in Mozambique, Jaana Keitaanranta presented the organization’s main areas of intervention and highlighted the importance of the process for strengthening cooperation.
