Government Announces End of Exclusive Export Regime for Boer Beans

The Secretary of State for Trade, António Jorge do Rosário Grispos, announced last Friday (11th), in Nampula, the end of the exclusive export regime for Boer beans. According to Grispos, the measure aims to democratize market access and curb monopolistic practices that have historically benefited only a small group of operators.

“We’re also dropping the quota system for Boer beans. Everyone knows that was a sad chapter in our history. There are no Boer bean quotas in this country. This is for everyone. If you have a truck, you can sell,” declared Grispos during the opening of the 6th Nampula Provincial Economic Fair (FENA 2025), which ended last Saturday.

In addition, the Secretary of State, quoted by Jornal Rigor, revealed that starting January 1st next year, rural trade will be reserved exclusively for Mozambicans. The aim is to protect small local operators and encourage domestic economic growth: “This business space belongs to Mozambican women,” he stated, adding that the government intends to combat unfair practices and dismantle cartels that restrict free competition.

Another strategic measure announced by Grispos is the introduction of a positive list of domestic products that will be subject to a 20% surtax when imported. The goal is to boost local production, protect national industry, and promote domestic entrepreneurship. “Some of these products are produced right here in the province,” he said, without disclosing details, as the list will be published at a more appropriate time.

“We want the Malawians to come and complain that Mozambican eggs are entering Malawi. Let’s produce, let’s create the conditions to make that a reality,” he quipped, reinforcing the call to invest in national production with export potential.
